The usual answer has it backwards on both halves. The common advice is that FBX is the safer choice for production and the File Link is for early design when the model changes constantly. In practice each is being recommended for the phase where its weakness costs the most.
FBX rebuilds the receiving scene. That is cheap when the scene is empty and ruinous once it holds a week of material and modifier work — which is exactly what production means. The File Link updates in place, which is what you want, but its object identity is not stable across reloads — so the more often the model changes, the more often work is destroyed.

Why the usual recommendation inverts
“FBX is better for production”
This holds only if production means a single render from a frozen model. It rarely does. Production is where the scene has accumulated the most work, so a route that rebuilds the scene is at its most expensive precisely when it is being recommended.
The recommendation survives because of what it gets right: FBX is predictable, it does not fail on version mismatches, and it does not surprise you. Predictably expensive is still expensive.
“The link is better when the model changes constantly”
This is the half that does real damage. Frequent change is the condition under which the link's identity problem compounds — every reload is another chance for an element to be rebuilt and for the work attached to it to be discarded. Recommending the link for volatile models is recommending it where it is least safe.
What is true is that the link is the only one of the two that updates in place at all. That is a genuine advantage, and it is why people persist with it.
The choice as it actually stands

That last row is the real state of the pipeline, and it is why the question keeps getting asked. Neither option is good. People are choosing between two ways of losing work.
What the third option has to do
To be better than both, a route has to update in place like the link, and it has to keep object identity stable so that updating in place does not quietly rebuild things.
Both properties are needed. In-place updating without stable identity is the link, and its failure mode is the unpredictable one. Stable identity without in-place updating is not possible — rebuilding the scene discards identity by definition.
